PRESIDENT DENNIS GALLAGHER CALLED FOR OUR GENERAL MEMBERSHIP MEETING, TO BE HELD MARCH 26, 2003.

THE MEETING WAS IN BUILDING 4, AUDITORIUM.

 

GENERAL PRELIMINARIES WERE DISMISSED AND FIRST ORDER OF BUSINESS WAS THE HANDLING OF CHECKS.THE LAW FIRM OF WOODLEY & McGILLIVARY, REPRESENTED BY MS HEIDI BURKIEWICZ, GAVE OUT THE CHECKS TODAY.THE PRESIDENT EXPLAINED THAT NOTHING WAS DONE IN A VACCUM.THELAWERS TRIED VERY HARD TO MAKE THINGS FAIR AND CONSISTENT WITH OTHER FEDERAL ACTIVITIES.

 

GOVERNMENT EMPLOYEES ARE PRONED TO BITE THE HAND THAT FEEDS THEM SO WE ARE OFTEN IN A CATCH 22.

 

AN E-MAIL WILL GO OUT TO ALL THOSE WHO RECEIVED CHECKS TODAY.CHECKS WILL BE REISSUED BY MAIL.

CONVENTION DELEGATES

 

ACCORDING TO LOCAL 3 BY-LAWS, ARTICLE XXVI, SECTION 2, THE PRESIDENT AND THE EXECUTIVE VICE PRESIDENT ARE ALLOWED TO REPRESENT THE LOCAL AT IFPTE CONVENTIONS.ARTICLE XXVI,

SECTION 3,ALL OTHER DELEGATES TO LOCAL COUNCILS, CAUCUSES,

AND LABOR BODIES SHALL BE APPOINTED BY THE PRESIDENT, AND

APPROVED BY THE MEMBERSHIP.(THAT IS IF NOT ELECTED BY SECRET

BALLOT).

 

PRES GALLAGHER,DUE TO THE BREVITY OF TIME AND PAPER WORK,

PRESENTED TWO PEOPLE WHO HAVE BEEN WORKING EXTREMELY HARD

ON OUR BEHALF FOR A NUMBER OF YEARS.

 

BOB ELWOOD IS FROM NORDET.HE IS ONE OF OUR KEY CONTRACT

NEGOTIATORS.HE IS ALSO A STEWARD IN HIS DIVISION.

 

EDNA BAILEY ISFROM NORDET.SHE HAS BEEN OUR FINANCIAL SECRETARY/TREASURER FOR A NUMBER OF YEARS.SHE HAS BEEN BALANCING OUR RECORDS, MEETING THE GUIDELINES OF THE IRS AND

INTERNATIONAL FEDERATION.

 

PRES GALLAGHER FELT IT WAS GOOD TO HAVE REPRESENTATION FROM ANOTHER AREA OF OUR BARGAINING UNIT.PRES GALLAGHER THEN MOVED FOR THE VOTE.

 

LEE GIRER, QUESTIONED AND MOVED FOR DISCUSION.

 

LEE GIRER FELT THAT PRES GALLAGHER HAD REPRESENTED OUR LOCAL 3

ABOVE AND BEYOND THE CALL OF DUTY AND SHOULD BE CONSIDERED AS A DELEGATE TO THE 54 CONVENTION.

 

PRES GALLAGHER STATED THAT ACCORDING TO THE GUIDELINES LISTED IN OUR CURRENT IFPTE OUTLOOK, JANUARY Ė MARCH 2003, NEWS LETTER,

WE WOULD ONLY BE ABLE TO SEND 4 DELEGATES ACCORDING TO THE

SIZE OF OUR MEMBERSHIP.HE FURTHER EXPLAINED THAT IT WOULD

COST THE LOCAL APPROXIMATLY $8800.00 TO SEND THE FOUR PEOPLE.

PRES GALLAGHER SAID, WE ARE NOT AWARDING PEOPLE BUT SENDING THOSE WHO CAN BEST REPRESENT US AS DELEGATES.THERE ARE MANY ISSUES WE FACE AS FEDERALS THAT OTHER FEDERALS AND PRIVATE

SECTORS ARENíT AWARE OF.ACCRETION OF DUTY AS IT IS HANDLED AT OUR ACTIVITY IS ONE ISSUE.

 

QUESTION FROM THE BODY, IS THERE AN AGENDA, YES.

 

THE CONSTITUTION OF THE IFPTE, AFL-CIO & CLC 2000, ARTICLE XI, SEC. 7

LIST THE DAILY ROUTINE.DELEGATES ARE GIVEN A DAY TO REGISTER AND PICK UP SCHEDULES.NEW DELEGATE CLASSES ARE HELD THE SAME

DAY.ALL FEDERALS ARE REQUIRED TO REGISTER FOR THE FEDERAL CAUCUS.ALL DELEGATES ARE ASSIGNED TO CONVENTION COMMITTES

AND WORKSHOPS. SUCH COMMITTES INCLUDE; FINANCE, LAW, CREDENTIALS AND RULES, AND RESOLUTIONS. SUCH WORKSHOP INCLUDES; THE RULES OF THE COLLECTIVE BARGAINING, WOMENíS ISSUES IN THE NEW MILLENNUIM, AND INTERNAL ORGANIZING.MANY LOCALS TRY TO INCLUDE TRAINING TIME FOR THEIR DELEGATES ALSO.

 

RECORDING SECRETARY QUESTIONED IF WE NEEDED TO PICK ALTERNATES AT THIS TIME.THE BUSINESS MANAGER, (FORMER PRES.) SAID WE COULD WAIT.PRES GALLAGHER SAID HE WOULD LEAVE THE ALTERNATE SELECTION TO THE INCUMBENT PRESIDENT.

 

LEE GIRER MOTIONED TO ACCEPT THE FOUR PEOPLE FOR THE 54TH CONVENTION. IT WAS THEN PROPERLY SECOND BY THE BODY.PRES GALLAGHER , HAVING HEARD YOUR SUGGESTION, I MOVE THAT THE BODY VOTE.THE Isí HAVE IT.

 

PRES GALLAGHER, WE ARE CURRENTLY WORKING ON NAVSSES CONTRACT.WE HAVE A TIME LINE FOR REVIEW.PRESGALLAGHER HAS A COUPLE MORE ARTICLES.

 

THE BODY THEN DISCUSSED THE ALTERNATIVE WORK SCHEDULES SUCH AS COMPRESSED SCHEDULES AND TELECOMMUTING.

 

PRES GALLAGHER IS ALSO MEETING WITH BOB ELWOOD ON NORFORK NAVAL DETACHMENT CONTRACT.
