Manitoba Law Mandating Wage Freezes Unconstitutional

Manitoba’s labour movement has won an important victory for workers and their Charter-protected right to collective bargaining. In a major decision, a Manitoba judge threw out controversial legislation that sought to freeze the wages of more than 120,000 public sector workers. 

Bill 28 known as the Public Services Sustainability Act, imposed a two-year wage freeze on public sector unions. A coalition of labour unions representing more than 110,000 workers, including WAPSO IFPTE Local 162, came together filing a legal challenge against the Manitoba government.
